Best way to send bitcoin to ~10,000 people?

I am working on an app and want to send some bitcoin to the users of my app, they'll be able to provide an address when they sign up.

To start, these payments will be quite small ( < 1$ )

Is it possible to do this with lightning currently? If not using lightning, what way would have the lowest fees?
